Foreword
For the National Library of Estonia (NLE), the year 1999 was a step into the
new century. Along with further developing the library's information technology
environment and implementing new methods of information dissemination, more
attention was paid to analysing the functioning, changing and development of
the library in order to be competitive in the rapidly progressing information
society.
In the implementation process of the integrated library system INNOPAC, the
past year entailed far more responsibility for the NLE than the previous ones.
Our library was the only one among the members of the ELNET Consortium to launch
the circulation module, providing the users with 20 terminals that enabled them
to search the electronic catalogue. The NLE started a number of retrospective
conversion and recataloguing projects. The converted national bibliography of
books already amount to more than 40 000 records in a descending chronological
order from 1991 to 1961.
Another major undertaking was the installation of hardware financed by PHARE
in the newly established European Union Information Centre and its supporting
services.
The information services were notably improved thanks to the implementation
of a CD-server that enables to use CD-ROM databases via local network in the
entire library. The launching of an important pilot project is also worth mentioning
ARES (Electronic System of Articles) is designed for entering and archiving
full texts of articles published in Estonian scientific journals.
A major task for the NLE in 2000 is to start creating a digital library in order
to bring its information services to a new level. A big step forward has already
been taken in 1999 by implementing the project ISE databases created
in ProCite environment are made accessible via the Internet. Another database
to be created Bibliographia iuridica Estonica will also be made
accessible online. The co-operation of the NLE with other ELNET Consortium members
will put a start to the digitisation of microfilms of old newspapers under the
MIDAS project and to the development of technology for the launching of the
HERMES project.
Along with infotechnological developments, the library focuses on improving
and reorganising client services. The most noteworthy changes in this area include
the renovation of the Nordic Reading Room, the reorganisation of the Inter-Library
Loan Unit, assembling of microfilms of Estonian newspapers to the Periodicals
Reading Room, etc. In 2000, a concerted effort is made to reorganise information
services in the area of the humanities and social sciences, following the example
of other subject reading rooms. The improved quality of parliamentary services,
the extended range of services and the increased proportion of electronic information
carriers are among the achievements worth mentioning.
The NLE aims to renew its essence by pursuing the following goals:
Services development strategy will focus on specialised services for scientists
and other target groups of professionals;
The links between the services and in-house work processes will be reshaped,
the needs of the users will be the basis for evaluating the library's operation;
The NLE will develop a flexible and adaptable organisational structure with
an optimised work divison where working relations are based on teamwork, knowledge
and trust and the staff members take part in decision-making;
The NLE will guarantee swift in-house dissemination of administrative information
in order to facilitate effective decision-making at each organisational level;
The NLE will secure the implementation and effective result of processes which
influence the quality of services.
These goals serve as the basis for compiling a short-term strategic development
plan and for reorganising the library's structure and work proccesses.
In order to guarantee the secure and efficient administration of in-house document
databases and the fast dissemination of administrative information within the
organisation, the NLE started to set up the Intranet system in 1999 and successfully
completed it at the beginning of 2000.
The NLE is playing an increasingly active role in the library community of Europe
and the whole world. In 1999 the library hosted 3 major international events:
the 13th Annual Meeting of the Conference of European National Librarians (CENL),
the International Conference of Nordic-Baltic Musical Libraries and the Baltic-Nordic
Conference and Exhibition on Conservation and Preservation. The highlights in
2000 will be an international conference Libraries in Open Society discussing
issues connected with Slavic and East European collections, and an international
conference National Bibliography in the Developing Informational Environment.
As a national library, the NLE has an important role in organising or co-organising
the events of the Year of the Estonian Book.
The NLE has to establish an information environment in and around the library,
in all community structures that need information for innovative processes.

Primary objective in 1999 development towards
a digital library
The major undertaking in 1999 was the full transition to the integrated library
system INNOPAC, including acquisition, cataloguing and client services. This
process involved the creation and testing of users' database, the launching
of electronic lending, the translating and modifying of the WWW user interface
which enables the users outside the library to search the NLE electronic catalogue
via the Internet. As a result the NLE has created a basis for a new era in providing
information services a digital library which would provide access to
full texts in digital form (articles, learning materials, microfilms, etc).
The creation of a digital library also enables to archive electronic information,
thus preserving the cultural heritage of the Estonian state and nation in a
digital form.
This progress brought along changes in the overall work organisation of the
NLE the role of project management increased notably, the reorganised
structure enabled to start evaluating the library's performance and the quality
of services. NLE specialists became advisers for other member libraries of the
ELNET Consortium and coordinators of joint processes.
THE COLLECTION
In pursuing its acquisition policy principles, the NLE fulfilled its aim of
increasing the proportion of electronic information. An agreement allowing to
use the system of Russian databases Integrum World Wide helps to fill a very
serious gap and provides access to in-demand information ranging from the materials
of information agencies to full-text media databases. User rights were purchased
for a number of on-line databases on music, art and theatre issues.
Close co-operation continued with Springer publishing who sold the NLE 867 items
at a discount, from Saur publishing the library subscribed for law journals
and 15 biographical archives on microfiches together with a microfiche reader.
Acquisitions funded from the library's budget were supplemented by several projects:
the German Parliament continued to complement our collection on law and political
science, the Japan World Exposition Commemorative Fund supported the purchase
of Japanese publications, the embassies and cultural representations of Sweden,
Norway, Denmark, Germany, France, Spain, Switzerland, Austria and Finland funded
the collection development in their respective reading rooms.
Collection development underwent a profound analysis in 1999. The results of
the analysis show that insufficient attention has been paid to the acquisition
of materials lacking in a number of subject fields due to the past 50 years
of occupation. Both current and additional acquisition require a good knowledge
of the relevant subject and consultations with relevant experts. Additional
aquisition will necessitate the compilation of desiderata lists. In order to
achieve better results, acquisition principles will be reviewed. Under the new
system the decision on purchasing books, databases and other items will be made
by the information specialists in the relevant subject field who consult with
scientists and experts in that particular area and take due account of the needs
of the corresponding target groups and the tasks of the library.
Primary Objectives in 2000:
In order to implement the planned acquisition system, a new structural unit
will be formed Department of Collection Development and Registration
uniting the National Bibliography Centre, the Foreign Acquisitions Department
and the Cataloguing Unit. The new Department will be responsible for subscriptions,
cataloguing of items, compilation of the national bibliography database and
publications, official statistics of books and serials, activities of national
ISBN and ISSN centres, management of the card catalogue and the electronic catalogue,
participation in international projects on union catalogues, etc.
The NLE will devise the principles of collection development policy and a long-term
acquisition plan. A Collection Development Council will be formed to make the
basic decisions relating to acquisitions.
The NLE and the Ministry of Foreign Affairs will establish a joint working group
to draft documents for concluding bilateral agreements on the exchange of official
publications and government documents with the states having acceded to the
UNESCO Convention concerning the Exchange of Official Publications and Government
Documents between States.
The NLE will join NOSP, the Nordic Union Catalogue of periodicals.
The NLE will launch CIP cataloguing, i.e. collect information about items to
be published by Estonian publishers and put it up on the NLE homepage twice
a month. CIP cataloguing will be linked with the grant of the standard numbers
ISSN and ISBN, presumably extending their use by publishers who thus acquire
a means of advertising their production.
DOCUMENT PROCESSING
Two projects launched in 1999 have both followed the planned scheme: the recataloguing
project of publications issued during 1918 to 1944, and the project of recataloguing
Estonian periodicals. The conversion of national book imprint involved over
40 000 records from 1991 to 1961 in decreasing chronological order. The converted
records in INNOPAC have been continuously organised and corrected.
The beginning of 1999 saw the publication of the Estonian Universal Thesaurus
and the Authority Control Department started to subject index the items. This
work has gone well but should in greater extent involve the expertise of different
departments. The Authority Control Department acts as the coordinating centre
for the member libraries of the ELNET Consortium.
Primary objectives in 2000:
A supplementary issue for the Estonian Universal Thesaurus will be published.
The Thesaurus will be converted into authority records in US-MARC format and
loaded into INNOPAC database.
The role of copy cataloguing of foreign items will increase.
NATIONAL BIBLIOGRAPHY
In 1999 the NLE issued or compiled the following publications of the retrospective
national bibliography: Music 1996 (annual list) was published, the manuscript
of Estonian periodicals 1941-1944 was handed over to the publisher, the Bibliography
of Estonian Printed Music. Registers is in the works.
The current national bibliography followed the new design, all the planned monthly
and annual editions were published. An electronical monthly New Estonian Books
was accessible on the NLE homepage.
Primary objectives in 2000:
The NLE will start to work out guidelines for the bibliographic registration
of electronic publications.
The database of the Estonian national bibliography will be made accessible online.
The NLE will organise an international conference National Bibliography in the
Developing Informational Environment.
BIBLIOGRAPHIES AND DATABASES
At the beginning of 1999 the NLE started with the pilot project ARES
Electronic System of Articles aiming at the input of full texts of Estonian
research journals onto the NLE server for archiving them and making them publicly
accessible. Analytical entries in the INNOPAC catalogue are provided with a
link to the corresponding full texts. In co-operation with the other member
libraries of the ELNET Consortium, articles from all Estonian journals will
be made available via INNOPAC. The speed of the input of records and the loading
of data onto the Tartu and Tallinn servers have caused problems which will hopefully
be solved by better coordination of work.
Along with the new project, the NLE continued to update the bibliographical
databases of articles published in Estonian newspapers. At the end of 1999 another
pilot project was launched ISE (Index Scriptorum Estoniae), providing
for members of the Riigikogu and the Riigikogu Chancellery staff online access
to the databases of Estonian newspapers which have been compiled since 1993.
Another two subject bibliographies were published Bibliographia iuridica
Estonica and Bibliography of Librarianship.
Primary objectives in 2000:
The NLE will start preparations to launch HERMES (Electronic Preservation of
Estonian Humanitary National Memory). The objective of this project is to provide
electronic access for Estonia and Europe to the full texts of items that are
of cultural and historical importance (old maps, manuscripts, photos, archival
documents, postcards, etc.) and to create an environment for archiving electronic
information. The first to be digitised are single copies and endangered items.
The project ISE will be implemented in full capacity, offering a new service
for both in-house and distant users via the Internet a daily updated
bibliographic database of Estonian newspapers in ProCite environment.
The implementation of the project ARES will be continued.
The digitisation of microfilms of old Estonian newspapers will commence (project
MIDAS) in co-operation with the member libraries of the ELNET Consortium. This
digital information will be networked.
The database of Bibliographia iuridica Estonica will be created and made available
over the network.
CLIENT SERVICES
In 1999 the lending system started to operate via INNOPAC. The users now have
20 additional client terminals at their disposal for searching the electronic
catalogue. The central book paging desk and stackrooms were supplied with PCs,
printers and bar code readers. The users can search the catalogue also via workstations
in the Centre of Information Services for MPs, EU Information Centre and international
reading rooms. From the beginning of 1999 the electronic catalogue can be searched
via the Internet. A new server enables to use databases on CD-ROMs over the
local network. The new client PCs necessitated the installation of the firewall
Barricade. PCs in the Internet room were also upgraded.
In 1999 attention was focused on the improvement of services and establishment
of service guidelines. The measures taken involved further training and the
approval of the NLE Code of Services. Studies were carried out for identifying
the needs of target groups and the current situation on the information market.
The past year saw the establishment and approval of a new home lending system.
The renovation of the Nordic Reading Room, costing 360,000 EEK, was covered
by the embassies of Denmark, Norway, Finland, Sweden and Iceland as well as
the Nordic Council of Ministers, Tallinn Office; they also supplemented the
respective collection with 6,000 publications.
The Japan World Exposition Commemorative Fund carried the cost of technological
equipment worth 483,630 EEK which enabled to update the work of the Inter-Library
Loan Unit. The support from NORDINFO helped to organise a seminar Inter-Library
Loan and Document Delivery in Open Networked System. The new technology has
reduced request deadlines to 2 weeks.
The microfilms of Estonian newspapers were assembled in the Periodicals Reading
Room, thus ensuring the provision of faster and more convenient services. Requested
material is now delivered in a couple of minutes, photocopies can be ordered
and made in the same reading room.
During its first year of operation the European Union Information Centre successfully
integrated into the Estonian information network on the EU. The work of the
Centre gained wide recognition. Preparations were made in 1999 for launching
the Euro-Telephone Service, in November the NLE started with a corresponding
testing project for target groups.
1999 was the last year for two projects under the PHARE programme European Integration
and Information which funded the purchace of technical equipment for the EU
Information Centre and its supporting services as well as the training of information
officers. The final report assessed the work of the Centre as very successful
and gave recommendations for further development of services and collections.
The Information and Documentation Centre on the Council of Europe, Tallinn carried
on with two large projects: the translation of summaries of major decisions
in the case law of the European Court of Human Rights (26 of them had been translated
by 2000) and the establishment of the Council of Europe Information Points in
county central libraries (in 1999 such points were opened in Pärnu, Viljandi,
Valga and Võru).
The past year was focused on user training. Different target groups were introduced
to the work of the European Union Information Centre, the Information and Documentation
Centre on the Council of Europe, Tallinn and the Centre of Information Services
for MPs. The lectures given by the NLE specialists to civil servants in the
Estonian Institute of Public Administration have earned credit to the library.
Primary objectives in 2000:
The Fine Arts Reading Room, Music Listening and Reading Room, Law Reading Room
and Periodicals Reading Room will be supplied with client PCs, thus providing
our users with access to databases of articles, online databases and CD-ROMs.
The Main Reading Room will be reorganised following the example of specialised
reading rooms, in the future it will provide specialised information services
in the humanities and social sciences.
The results of a survey carried out among the clients of the Fine Arts Information
Centre will be analysed in order to make the operation of the Centre more efficient
and user-friendly.
The NLE needs to find the best solution for cataloguing the records of the Mandatory
Deposit Collection and to create better working conditions for researchers using
this collection.
There are plans to renovate the Austrian Reading Room with the support of the
Austrian Embassy.
An Italian nook will be set up in collaboration with the Italian Embassy, displaying
a selection of Italian literature.
The NLE will hopefully get another specialised information point the
NATO information centre.
The Euro-Telephone Service will be launched for the wider public.
RESEARCH AND DEVELOPMENT
The developments in the community continually set new tasks for the NLE. In
order to cope with them, the library has devised long-term action plans like
Client Service Action Plan and Managerial Action Plan which have been approved
by the NLE Board in 1999 as well as the action plan for staffing policy which
is under discussion.
Feeling the need for a profound analysis of the library's operation and development
and wishing to start with drawing up a long-term strategic action plan, the
training and consulting firm EKE ARIKO Ltd. carried out a series of training
courses for the library administration, senior specialists and heads of departments.
These discussions resulted in specifying the main goals for the future. In order
to identify the necessary changes, the NLE established 3 working groups as advisory
bodies for the library administration the working groups of acquisition
and cataloguing, client services and collection management. Reorganisation of
the structure will start at the beginning of 2000.
The NLE and the libraries of the Estonian Academy of Music and the Estonian
Academy of Arts commissioned Saar Poll Social and Market Research Ltd. to conduct
a questionnaire among the users of art and music materials in the said libraries.
The survey aimed to evaluate the availability of information on art and music
as well as identify the compliance of services with information needs. The results
of the survey will be analysed in 2000.
National Library of Estonia
In connection with the launching of INNOPAC lending module and the preparatory
stage of a new project The Digital Library the NLE staff attended numerous training
courses and an international seminar organised with the support of NORDINFO.
The translation and editing of the international standard ISO 11620 enables
to rely on a unified basis and methodology in analysing library statistics,
evaluating library performance and the quality of library services. The translated
international standard was submitted to the Estonian Standards Board for approval.
In order to learn more about the principles of performance management and library
economics, the use of library performance indicators and international experience
in analysing library work, Estonian research librarians attended an international
seminar Performance Indicators for Library and Information Services.
The NLE experts delivered a number of presentations at the conference of Baltic
national libraries held in Lithuania LiLaEst 99: National Libraries
in the Times of Change.
The traditional seminar Research Libraries in the Developing Information Society,
held for Estonian research libraries in Lahemaa, treated financing principles,
legal acts regulating the work of libraries, acquisition and collection development
policies, library performance indicators, the Estonian Copyright Act, digitisation,
use of CD-ROM databases via network, etc.
The studies conducted during 1998 in the field of rare books were published
in academic journals and presented at traditional events the scientific
conference held to commemorate the Friedrich Puksoo Day (Friedrich Puksoo was
the grand old man of Estonian librarianship) and the international conference
Problems of Written Communication held at the Tallinn Pedagogical University.
In the field of library statistics the NLE started to use the Visual programme
in 1999; its new entry and printout programmes made the work processes in this
field considerably faster. The English-language booklet of the statistical data
on public libraries for 1994-1998 was the first of its kind in Estonia.
In 1999 the NLE compiled and published 10 titles of librarianship materials
and organised over 30 events providing further training for the NLE staff and
librarians all over Estonia.
Primary objectives in 2000:
The standardisation of Estonian librarianship will continue, based on the plan
of standards.
The NLE will start to work out library performance indicators in collaboration
with other research libraries.
The NLE will undertake the analysis of the operation of special and research
libraries on the basis of the statistical database of Estonian libraries. Two
international conferences will be organised Libraries in Open Society
and National Bibliography in the Developing Information Environment.
The compilation of the following collections of articles will begin: The Book
and Library in the Baltic Sea Region before Reformation and Church and The Written
Word in the Baltic Sea Region in the 17th Century II, the latter belonging to
the Transactions of the National Library of Estonia.
The NLE terminology experts will start to compile the Estonian-English and English-Estonian
Dictionary of Library Terminology.
A new converter will be created for loading INNOPAC records in the format of
public libraries' information system Kirjasto 3000, enabling to copy records
created in the NLE and thus considerably reduce cataloguing.
PARLIAMENTARY SERVICES
1999 brought along expanded collaboration between the NLE and the Riigikogu
Chancellery as well as improvement in the quality of services for MPs. Information
days for the MPs and advisers of the Riigikogu have enjoyed a warm welcome.
The most widely used NLE publication is the Summaria Socialia, a collection
of articles abstracted from foreign journals which is issued monthly both in
print and electronically. On the basis of these abstracts, over 100 copies of
articles were ordered in 1999. Alongside with Summaria Socialia the NLE published
the Riigikogu Directory and the Riigikogu Chronicle 1998/1999 (both in Estonian
and English), an illustrated book on Riigikogu in English, Bibliographia iuridica
Estonica, Estonian Official Publications, a reference book The Elected who have
Ruled (data on MPs, members of Government and other representative bodies during
1917-1999). The draft version of the Riigikogu Bibliography has been completed
and is planned to be published by the 80th anniversary of the Riigikogu. Annotated
lists of new acquisitions in the area of law, economy and politics as well as
writings by MPs can be accessed electronically.
The Riigikogu Chancellery commissioned the NLE to organise two large exhibitions
in 1999: The First Estonian Parliament 80 and Our Parliament. The latter is
a multimedia display which will be put up on the NLE homepage.
The new homepage of the Parliamentary Reading Room can be accessed via the local network of the Riigikogu Chancellery. Since May 1999 all enquiries can be submitted electronically, the total proportion of electronic materials used in parliamentary services has increased considerably. The Parliamentary Reading Room now provides a possibility to follow the sessions of the Riigikogu over an in-house TV network. At the end of 1999 the Riigikogu Chancellery started to expand the space used by the satellite library in the residence of the Riigikogu. The new premises are going to include a reading room with PCs and equipment for using TV and radio recordings.
Primary objectives in 2000:
The collection of abstracts Summaria Socialia will be made electronically accessible
to all constitutional institutions.
The information days for the MPs and the Riigikogu Chancellery staff will continue.
The database of law bibliography will be made accessible online.
The NLE will be represented at the ECPRD seminar with a report Criteria for
the Selection of Relevant Information and Databases in Parliamentary Services.
The new reading room in the Riigikogu building will be fully equipped.
PRESERVATION
In 1999 the NLE formed a Preservation Council with the task of working out and
implementing general principles for the use and preservation of collections.
The Council initiated and monitored an inventory of the stock, paying particular
attention to preservation conditions, as a result some collections were transferred
to stackrooms with better conditions. The NLE continued to lead the project
THULE, the first stage of which produced a database on the state of the entire
national imprint in four major Estonian research libraries. The NLE experts
devised the Instruction for Evaluation of Conservators, under this document
four NLE conservators were evaluated.
Primary objectives in 2000:
The Preservation Council will work out Preservation Action Plan for 2000-2003
and draw up the Instruction for the Protection and Saving of Collections in
Case of Emergencies.
The NLE will start to microfilm over 40 titles of Estonian newspapers. The Periodicals
Reading Room will be supplied with new microfilm readers and the clients will
be encouraged to use microfilms, thus better preserving the original old newspapers.
The proportion of charged-for services will increase.
For better co-ordination of work, the microfilming units will be incorporated
in the Preservation and Conservation Department instead of being subordinated
to the Collection Management Department and Reproduction Department.
MARKETING AND PUBLIC RELATIONS
In 1999 the NLE created the post of a Marketing Manager, the effect of it showed
in increased revenues and a better strategy for selling charged-for services.
The task of marketing and public relations is to facilitate efficient and high-quality
client services by keeping the users and the staff better informed about the
events taking place in and the services offered by the library. Focus on this
line of work aims at making the library's operation more transparent and understandable.
The NLE must become a trade mark associated with versatile high quality services.
In 1999 the NLE started to consistently use its logo in visual design and set
uniform principles for the interior design of the library building. Preparations
were made to launch Intranet in order to better and faster inform the staff
and reduce the amount of in-house documentation on paper. The library's home
page was renewed, now enjoying nearly 200,000 visits a month, 70 per cent of
them from Estonia. The NLE collaborated in a major project The 20th Century
TOP 100 Prominent Estonians, introducing the country's outstanding representatives
in the past century by setting up exhibitions and compiling bibliographies.
Primary objectives in 2000:
The NLE will take part in several projects to celebrate the Year of the Estonian
Book;
Launch Intranet with the aim of facilitating the dissemination of information
within the organisation and making accessible in-house databases of documents
regulating the operation of the library;
Organise an in-house communication audit;
Carry out studies of services and pay more attention on advertising.
MAINTENANCE
In 1999 the NLE as a legal person in public law became the owner of the movable
property it had been using and the immovable property at Tõnismägi
2. This necessitated the devising and submitting to the NLE Board for approval
of a draft regulation on the possession, use and disposal of the NLE property.
A new client lift was installed, half of its cost was carried by the Tallinn
City Government. The NLE also managed to upgrade part of the security system
and redecorate a number of conference rooms, the latter funded from revenues
and targeted financing.
The redecoration of the Nordic Reading Room was financed by the respective embassies.
Primary objectives in 2000:
The NLE will
Finish the hydro-isolation of the roof;
Finish the upgrading of the security system;
Redecorate two reading rooms;
Rebuild and refurbish the buidling at 3 Kohtu St. which will be developed into
a training centre;
Install an in-house electricity cable network that would secure the proper functioning
of PCs.
BUDGET
The 1999 budget approved by the NLE Board was divided into expenses in the amount
of 61,432,000 EEK and income 55,982,000 EEK from the state budget and
retained earnings of 4,250,000 EEK. The budget deficit amounted to 1,200,000
EEK.
The NLE Board reviewed the budget on 25 November 1999, approving the total expenses
of 61,962,000 EEK, state budget allocations of 55,982,000 EEK and retained earnings
in the amount of 5,980,000 EEK. The revenue increased as a result of a better
strategy for selling services as well as the improved quality of conference
services and the NLE publications.
The conference services increased their planned revenue by 700,000 EEK, information
services by 100,000 EEK, binding, conservation and other services by
40,000 EEK while publications produced additional 150,000 EEK.
Alongside with budget allocations, targeted grants received during 1999 amounted
to 4,151,555 EEK.
The largest of them were:
Running cost of the EU Information Centre amounting to 1,765,000 EEK, covered
by the Riigikogu Chancellery;
Running cost of the Information and Documentation Centre on the Council of Europe,
Tallinn amounting to 1,008,467 EEK and covered by the Council of Europe;
The Japan World Exposition Commemorative Fund allocated 483,676 EEK for IT purchases;
NORDINFO funded the organising cost of two seminars in the amount of 151,676
EEK;
The Cultural Endowment of Estonia and the Ministry of Culture supported the
publication of the professional library journal Raamatukogu with 75,000 EEK.
The budget for 2000, approved by the NLE Board on 13 January 2000, follows
the conservatism principle. State allocations were equal to 1999 55,982,000
EEK. The planned revenue has decreased by 667,000 EEK and amounts to 5,313,000
EEK as our main previous tenant has moved into its own residence. The target
in other types of retained earnings has remained on the level of the previous
year. This requires a wise selling strategy and steady quality of services.
It is also apparent that the 2000 budget cannot cover the necessary investments
that would keep the NLE competitive on the market of information services.
The division of budget allocations follows the same priorities as in 1999, with
strict limitations specified in the area of utilities. Acquisition, salaries,
investments and IT purchases have been budgeted as priority areas.
The insufficient budget does not ensure the normal development of the library. State allocations fail to cover the cost of the library's statutory tasks. Thus it is imperative to define the essence and capacity of the public procurement for the NLE and ensure its realistic coverage from the budgetary financing.
TO SUM UP
The NLE has fulfilled its primary task of 1999 INNOPAC ILS has been
implemented in full capacity. The past year also witnessed the successful launching
of retrospective conversion and recataloguing projects. The library has pursued
the principles and schedule of its Client Service Action Plan 1998-2000 and
Managerial Action Plan 1999-2000. In 2000 the NLE experts will devise specific
qualification requirements for each job and revise the statutes of all structural
units.
The major objective the NLE has to cope with in 2000 is to make library services
accessible via the Internet. It will be the cornerstone for the next stage in
the development of our information services the creation of a digital
library. The Strategic Development Plan for 2001-2003, to be devised in 2000,
will be the basis for further operation.

INTERNATIONAL CO-OPERATION
IN 1999/2000
International events organised by the NLE
- A major event hosted by the library in 1999 was the 13th Annual Meeting of
the Conference of European National Librarians (CENL) in 29 September-1 October.
Bringing together the top leaders of most national libraries in Europe, the
meeting discussed global issues of librarianship and enabled to introduce to
the participants the achievements and problems of the Estonian library community.
- Another outstanding international forum was the Conference of Nordic-Baltic
Music Libraries which was the first event of its kind to cover the Baltic and
Scandinavian countries and the first conference in the Baltic states to deal
with the issues relevant to music collections.
- The third meeting worth mentioning was the Baltic-Nordic Conference and Exhibition
on Preservation and Conservation.
In 2000 the NLE will host two large conventions: in July an international conference
Libraries in Open Society focusing on Slavic and East European collections worldwide
and organised in collaboration with the Russian and East European Institute
operating in Helsinki; October will bring an international conference National
Bibliography in the Developing Informational Environment treating the issues
of national bibliography.
Training organised in collaboration with foreign partners
NORDINFO supported two international seminars in 1999:

Inter-Library Loan and Document Delivery in Open Networked Environment in 22-23

In addition NORDINFO helped to carry the cost of two study-tours: the visit
of specialists from Preservation and Conservation Department to the National
Library of Norway and the visit of information officers to the Swedish Parliamentary
Library.
The NLE plans to continue its fruitful co-operation with NORDINFO also in 2000.
The third international training seminar in 1999 was Performance Indicators
for Library and Information Services, organised at the initiative of the Department
of Library Science and Development and held in 15-16 July. The seminar was carried
out by Phillip Ramsdale and David Fuegi, representatives of the LibEcon project.
Plans for 2000 include another seminar on the same topic Benchmarking
Comparing for Success.
PHARE financed the purchase of supplementary equipment for the EU Information
Centre as well as an extensive training project for the Centre staff.
Institutional Co-operation
The NLE continued to collaborate with foreign embassies, cultural centres and
institutions for organising exhibitions and various events. The international
reading rooms received notable support from the relevant embassies and cultural
institutions. Our special thanks belongs to the Embassies of Germany, France,
Denmark, Sweden, Norway, Iceland, Finland, the Netherlands, Lithuania, Latvia,
Switzerland, Venezuela, the Russian Federation, the People's Republic of China,
Austria, the French Cultural Centre, the Hungarian Cultural Centre, the Goethe-Institut,
the Danish Cultural Institute, the Swedish Institute and the British Council.
A notable undertaking in 1999 was the initiative of the Ambassador of Denmark
to renovate the Nordic Reading Room. The refurbishing and purchase of materials
and equipment was financed by the Nordic Council of Ministers Tallinn Office
and all embassies of the Scandinavian countries. The thoroughly renewed Nordic
Room with updated collection and modern multimedia equipment was re-opened at
the beginning of December.
The Japan World Exposition Commemorative Fund gave its approvement to our application
for equipping the Inter-Library Loan Unit and the Reference Reading Room with
state-of-the-art technology. The grant from the Fund covers also the cost of
a selection of Japanese books.
Co-operation Agreements
Another LiLaEst meeting of the Baltic national libraries took place in Lithuania.
Both this meeting and the staff exchange between the three partner libraries
throughout 1999 were carried out under the co-operation agreement of the Baltic
national libraries which was reviewed and amended at the end of 1999.
During the last year of validity of our co-operation agreement with the City
of Copenhagen Department of Culture two NLE specialists had the opportunity
to visit Danish libraries and library organisations.
1999 was also the last year for the co-operation agreement with the Lübeck
City Library. Both parties hosted the visit of two specialists from the other
library.
Staff Exchange Agreement was signed with the Czech National Library.
Under the agreement concluded in 1998 with the Finnish Museum Authority (Museovirasto)
the NLE carried on the conversion of their catalogues into electronic format.
Collaboration Projects
The NLE continued to contribute to GABRIEL home page (Gateway to and Bridge
Between European National Libraries).The Rare Book Department selected 5 exhibits
to represent the NLE rare book collection at the on-line exhibition Treasures
from Europe's National Libraries.
Collaboration Projects in the Field of Librarianship
- The NLE continued to supply statistical data on Estonian libraries for LibEcon
2000.
- Libraries and institutions of over 10 European countries carry on with the
project initiated by Slovenia to compile the Multilingual Dictionary of Library
Terminology. Project membership grants the NLE the right to use the project
database.
- The NLE continued to participate in PubliCA joining most of the European countries
and supporting the co-ordination of public libraries.
- Estonia with Poland and Hungary participate in the EXCEL project launched
under the European Union Telematics for Libraries programme. The project aims
to create unified inter-library networks, assist library suppliers and publishers,
and implement Electronic Data Interchange (EDI) in Central and Eastern Europe.
- The NLE joined a co-operation project initiated in the USA to compile an international
reference book on the history of libraries. Our library will contribute to the
International Dictionary of Library Histories an article on its history.
Acquisition
The largest contributions were made to the collections of the international
reading rooms by the relevant embassies and cultural institutions. The donations
from the Embassies of the People's Republic of China, Italy, the Czech Republic
and Poland were also very generous.
Thanks to Dr. Ernst Kohl from the German Parliament the collection of law books
was again updated by new German documents and materials.
Major acquisition projects:
The remaining sum received under the Getty Grant Program was used for purchasing
another set of books on art and architecture. Thanks to this grant the NLE has
been able to obtain the best selection in this area that has been published
during recent years.
The continued co-operation with Springer Publishing entitled the NLE to purchase
literature worldwide at a discount of ca 30%. Similar collaboration with Saur
Publishing saved the library 20 to 30% of the materials' price plus postage
costs.
The collection of émigré Estonian literature grew mostly by donations
from Estonians living in other countries.
Collaboration projects on bibliographies and databases
Index translationum, a publication of UNESCO, received the list of translations
published in 1998 as well as the statistics on Estonian printed matter in 1998.
The Estonian ISBN Agency has registered 311 publishers, 62% of the books bear
an ISBN; 560 periodicals have received an ISSN and a corresponding record from
the Estonian ISSN Agency. The joint use of ISBN and EAN bar code is growing
constantly.
At the end of 1999 the NLE started preliminary negotiations for joining NOSP,
the Nordic union catalogue of periodicals. In 2000 the library plans to send
the bibliographic records of Estonian periodicals with ISSN to the central NOSP
database in Oslo.
RILM (Röpertoire International de Littörature Musicale), an international
music bibliography project. The NLE has annually supplied information on Estonian
music literature since 1993. It has been published in RILM Abstracts of Music
Literature.
RISM (Röpertoire International des Sources Musicales), an international
project of music manuscripts and publications up to the year 1850. The NLE has
supplied data on the sheet music and manuscripts in its collections since 1996.
Printed Sheet Music in the Russian Empire before 1850. The NLE sends information
on such publications to the National Library of Russia in St. Petersburg where
the union catalogue is being compiled.
Recent Publications on Music. Information on Estonia is sent to the supplement
of IAML journal Fontes Artis Musicae, which collects citations of music publications
of the year from individual countries.
New Translations of the Bible and Portion of the Bible from the First One Until
Today. The NLE sent a survey of the translations of the Bible into Estonian
to the Institute of Biblical Translations in Stockholm who compiles a corresponding
bibliography.
