In accordance with the National Library of Estonia Act, the primary task of the department is to ensure the organisation of library science and development activities, proceeding from the Estonian national information and cultural policies, the Estonian libraries’ development plan and other documents that regulate the development of libraries and librarianship. The department also participates in international and national development, research and cooperation programmes.

The department’s responsiblities include the following:

• Research in the field of library and information science; editing of the Transactions of the National Library of Estonia and other scholarly publications; library performance analysis
• Organisation of the NLE Scientific Council’s work

• Organisation of scientific conferences, workshops and other library events for professionals
• Acquisition of librarianship information and organisation of information distribution; compilation of information publications and bibliographies
