About the problems of public libraries at the time of economic decline, and how to solve these problems. The most troublesome issue is acquisition – support from the state has been reduced, and many municipalities have allocated less money for libraries.

Library – the custodian of cultural traditions and continuity - Viktoria Saarsalu
In October 2009, the Roosna-Alliku Community Library in Järva County celebrates its 125 th birthday. The article gives an overview of the history and traditions of the library. The author of the article, who has directed the library since 1974, has been the initiator of various traditions as well.

According to the current information the Koigi Library was established in 1919. When looking for additional material for anniversary celebrations in the Estonian State Archives the librarians found evidence that the library had actually been founded twelve years earlier. Therefore this year also 102 years of activity will be marked. The article describes the past and present day of the library. Also, the viewpoint of the Järva County Central Library about the Koigi Library was included.
The region of Koeru has a strong cultural background - Ly Vihtol
The Koeru Library in Järva County celebrates its 100 th anniversary on 23 October. The article gives an overview of the library operation through the eyes of both former and current librarians. Also, Head of the Järva County Central Library and Mayor of rural municipality of Kouru express their views.
Katariina Jee visited the Library Bus Days in Finland - Triinu Seppam
The Library Bus Days take place in Finland every two years. This time the event was held in Hamina on 13-15 August with 156 participants, including the Tallinn Central Library Bus Katariina Jee. The reader gets an overview of the problems treated in the presentations during three days and of the election of the best library bus. Katariina Jee also participated in the competition and finally shared the 3 rd and 4 th place.
What do we have to learn from Denmark - Tiina Kriisa
Thanks to the Association of Lääne-Viru Municipalities, that provided financial support, and the Danish Institute, that assisted in putting together and organising the trip, an opportunity opened for librarians of Lääne-Viru County to travel to Denmark and see with their own eyes progressive Danish libraries. The article provides a brief overview of Danish librarianship, describes the most exciting libraries and emphasises aspects which are worth following.

Tiina Rinta-Jouppi, an Estonian residing in Finland, has been studying library science and information services at the Seinäjoki University of Applied Sciences for the third year. This summer during several months she attended practical training courses at the Pärnu Central Library. Tiina has lived in Finland for six years and before undertaking her studies she was active in advertising and as the executive manager of a small company publishing calendars.

NEW BOOKS
Library Spirit in the Nordic and Baltic Countries - Tiiu Reimo
In late August this year, an English-language collection of articles about the historical development of public libraries in the Nordic and Baltic countries titled “Library Spirit in the Nordic and Baltic Countries. Historical Perspectives” was completed. The collection comprises fifteen articles that provide an overview of the foundation and activities of public libraries on a far-reaching area from Greenland to Lithuania. The publication includes interesting material that will enable comparison of public libraries. The book will not be on sale in Estonia.
BOOK HISTORY
Unpublished reference works - Margit Parts
How and according to what principles, were biographical reference works compiled in Estonia in the 1930s? Under discussion are the unpublished and unexamined publications “Eesti avalikud tegelased” (Estonian public figures) (second edition) and “Eestis töötavate arstide biograafiline leksikon” (Biographical lexicon of the doctors working in Estonia).

Children’s librarians discussing their issues - Ülle Rüütel
On September 16, the Children’s Librarians Day was held in Haapsalu. For the first time the ELA elected the Children’s Librarian of the Year. The title was granted to Anne Kõrge, the children’s reference librarian employed in user services at the Estonian Children’s Literature Centre.

Martin Hallik – new Chairman of the ELNET Consortium
Martin Hallik, Director of the Tartu University Library, was elected as the new Chairman of the Estonian Library Network Consortium ELNET. As Mr Hallik states, the task of the ELNET Consortium at the moment is to negotiate with the Estonian Ministry of Education and Research to maintain the provision of licences for research databases for the members of Consortium to at least the current extent.
Estonian libraries participating in EBLIDA activities - Mare-Nelli Ilus
In August this year, the ELNET Consortium – the only one from Estonia so far - became a member of EBLIDA, an independent and non-governmental umbrella organisation of European library, information, documentation and archive associations and institutions. EBLIDA has members from thirty four countries, predominantly from Europe.
Andres Kollist - new Chairman of the Council of Estonian Research Libraries
On 8 September 2009, the Council of Estonian Research Libraries elected Andres Kollist, Director of the Tallinn University Academic Library, as its new chairman.
