The year 2008 was still quite a good year for our public libraries before major economic recession and considerable cutback of spending. How was the year for libraries on the ground of central libraries’ annual reports and what should be expect in the nearest future? The article treats public libraries’ buildings, collection management, documents that regulate library activities, user services and usage of libraries.

About Public Libraries’ Regional Studies Databases – A Stop at the Crossroad - Külli Solo
An overview of data collections on regional studies, compiled by libraries and maintained both on paper carriers as well as electronically, and of problems that have aroused in connection of generating regional studies databases. The article covers libraries, who participated in the National Library of Estonia’s Information Day and delivered an overview of their regional studies card files and databases.

The Central Library of Järva County – Offering People Intellectual Nourishment for a Century and a Half - Malle Kull, Eha Palm
In January the Central Library of Järva County celebrated its 150 th year of activities. Its predecessor, Weissenstein City Library in Paide, opened in the beginning of 1859, was the first library in Estonia, which expenses were covered from the city budget.
The article provides an overview of the library’s history and present day. As for today, the library has carried out its activities in its new premises for nine years already. The collection keeps growing – the size of the collection exceeds already 86 800 items, and again we are facing the shortage of space. Regretfully, the number of library users has diminished, too, but the population of the city has also considerably decreased.
Several former employees also revive their working years.

DEVELOPMENT ACTIVITIES

Applications of Team Work. III - Merike Poljakov
The third part of the article to be published in several issues of the journal provides an overview of implementing team work in practice in the world (American, German, Lithuanian) and Estonian libraries. Team work in Tartu University Library, where the inter-departments service board has turned out to be a successful team, is treated more.

The Freedom of Choice Motivates the Staff for Further Devotion - Piret Heinsaar, Külli Karu, Alida Vaskova
The concept of motivating employees to devote oneself mostly by pecuniary benefits is prevalent. Actually, the possibility to be creative, influence the future of the organisation, personal development, career opportunities and freedom, including the freedom of choice turn out to have a longer effect than money.
Bigger responsibility that concurs with the wider freedom of choice assumes that the employee makes largely his/her own decisions what to do and how to act. The increased self-confidence, grown by the raised freedom of choice of the employee, creates favorable ground for innovation. And in the modern quickly changing world innovation is the guarantee that ensures the competitive advantage, necessary for the organisation.

The Institute of Information Studies of Tallinn University is the only educational institution in Estonia, where necessary competencies for library and information work can be acquired in Bachelor programme, Master programme and PhD programme. Keeping Good Relations. What is Going on in Finnish Librarianship? - Tuula Pulkkinen
Finnish Järvenpää City Library has good relations with Estonian libraries in Jõgeva county. The author of the piece, Director of Järvenpää City Library, provides an overview of the history of Finnish libraries, library act that founds basis for library activities, library network, library training and further training. Ethical principles and values of library work that have evoked tumultuous polemics in Finnish library scene have been treated separately.

Reading Skills of Finns - Jukka Sarjala
It is general knowledge that Finnish pupils have done well in international benchmark studies on the study results. What founds the basis for Finns’ good reading and learning skills? The author of the piece is of the opinion that joint effect of several factors has to be regarded in considering the reason of good learning results, including relatively extensive pedagogical autonomy of schools, pupil-centred teaching methods, rather developed special methods for helping pupils with learning difficulties, and qualified and motivated staff.
But surrounding social factors – culture that generally values reading and long tradition of teaching reading practice – should also be taken into account.

See and be Visible - Mati Muru
An overview of the collection of articles on Finnish librarianship, Kirjastonhoitaja tulevaisuudessa – Millaista osaamista kirjastot tarvitsevat (A Future Librarian – What Kind of Skills Libraries Need; 2007). In his piece, the author compares the Finnish conditions with the Estonian ones and makes proposals for developing Estonian librarianship.

Education and Work Experiences Got in Estonia Gave a Solid Basis. An interview with Eve Mähönen, a Librarian Living in Finland - Ene Riet
Eve Mähönen graduated from Tallinn University as a librarian and bibliographer in 1984. She worked for approximately ten years in the Tartu City Library. Since 1993 she has been living in Finland. At first she stayed at home to raise her children, and currently is employed as a librarian at Järvenpää Library. The interview touches upon the opportunities of an Estonian, who has studied librarianship during the Soviet period, to get a job one has been trained for in Finland.

Nobody Comes to Offer You Job You Have Been Trained for. An interview with Katrin Ojala, a Librarian Living in Finland - Ene Riet
Katrin Ojala graduated from Tallinn University as a librarian and bibliographer in 1978. She worked for approximately thirteen years in the Library of Tallinn State Conservatoire. Since 2001 she has been living in Finland. At first she stayed at home to raise her child, and currently is employed as a temporary replacement at Kallio branch of Helsinki City Library. The interview touches upon the opportunities of an Estonian, who has studied librarianship during the Soviet period, to get a job one has been trained for in Finland.

BOOK HISTORY

From Discovering the Fragments of an Early Printed Book through Assumptions to Attribution - Rene Haljasmäe
Books as cultural history objects enshrine various additions throughout times that offer opportunities for discoveries ever centuries later. The present overview introduces a discovery, in result of which the incunable collection of the Academic Library of Tallinn University was replenished with two cradle book pages. It discusses a book by Angelo Carletti di Chivasso, an Italian theologian, Summa angelica de casibus conscientiae, that was completed in Anton Koberger’s printery on the 28th of August 1488. While unfolding its cover pages and wooden covers during its restoration, two printed sheets emerged – from inside the back cover a sheet of a breviary of 48 lines, and from inside of the front cover a sheet of the Bible text in Latin, printed with black ink. Further research led to the assumption that these might be in both cases Koberger print production.

A Regular Information Day of the ELA’s Rural Libraries Section under the motto “Libraries in the Time of Changes” was held on the 23rd of March in the National Library of Estonia. How to cope and survive in changing/changed situation was discussed.

Aino Pervik was Acknowledged on the Children’s Book Day - Anneli Kengsepp
On the 2nd of April, the Children’s Book Day, Aino Pervik, author of children’s books, was delivered a prize, “Keeper of Continuation”, in Tallinn Central Library. The prize is awarded to the most-read Estonian author of children’s books that have been published in the previous year and read during the same year.
