Hi, Sibuls and Puksoos of Modern Times! - Anneli Sepp
The addressing of the President of the Estonian Librarians’ Association on the occasion of the passing of eighty-five years of activities and twenty year of reestablishment of the ELA. She holds that Estonian librarianship needs today similar coryphaei like Aleksander Sibul (Director of Tallinn Central Library) and Friedrich Puksoo (Director of Tartu University Library), who turned into legends in the beginnings of the Association. The President is of the opinion that the vital task of the Association is to carry out various training sessions. She hopes that during the 9th Congress of Estonian Librarians, taking place on the 9th and 10th of June, not barely summaries of previous work will be presented, but discussion on the vision of the future of Estonian librarianship will evoke.

Financial Management in Libraries. Part II - Kate-Riin Kont
The second part of the article focuses on budget planning and regular financial analysis as a basis for effective performance management. Today the process of financial management has expanded in the majority of libraries and information institutions and now includes the elements of strategic planning. The whole process has developed from a several rows of budgeting that was based on previous experience and expenses into an official planning process that follows all demands. One of the best ways to ensure the efficiency of library work is to guarantee it with looking at performance management by statistical economic indicators, that is, by cost-benefit analysis, cost-effectiveness analysis, etc.
Libraries and Media - Õnne Mets
The Head of the National Library of Estonia’s Public Relations Department analyses the Library’s relationships with media. She considers important to map at first target groups for effective media activities, formulate a vital message for every group (what has to be told to which group) and only then select media channel.
RESEARCH LIBRARIES
National Publications in Estonian Libraries: The Emergence of Archival Libraries. Part I. - Anne Ainz
An overview of the collecting Estonian national publications and merited bibliographers part in it. The first part of the article characterises the development of Estonian archival libraries from the first decades of the 19th century up to 1940, when it stopped together with the interruption of so far development of the whole Estonian state. Among the initiators of collecting national publications were private collectors J. H. Rosenplänter and Mihkel Jürgens, as well as the Estonian Students Society and the Society of Estonian Men of Letters. The Estonian National Museum, established by Oskar Kallas, developed into the most important institution that gathered national publications. Other important further steps included passing the Legal Deposit Copy Act and establishing the State Library in 1918. The piece also thoroughly treats the part of the University of Tartu and Tallinn Central Library in collecting and preserving national publications.
Preservers of Cultural Heritage Has Advanced from Apprentice into a Master - Mari Siiner
In 1996 the former Restoration Department of the National Library of Estonia started to work under the name of Preservation and Conservation Department. The work and competencies of the Department, and the role, tasks and line of duty of conservator/preserver gradually evolved. Conserving in library environment requires specific skills from the staff that cannot be learned within Estonian educational system. Conservators acquire their professional qualification through continuous learning and gaining additional skills.
Awarding Professional Qualification of Conservator - Piia Harvonen, Kristel Sibul
While awarding professional qualification of conservator, distinction is made between the persons who apply for it for the first time and those who want to renew it. For the first ones, the application for professional qualification consists of three stages: monitoring in working conditions, passing a written test, and upholding one’s portfolio and an interview. For the second ones the professional examination includes upholding one’s portfolio and an interview, and if necessary, monitoring in working conditions is carried out. Fourteen paper, binding and photo conservators from Estonian museums, archives and libraries have passed the professional examination.

About establishing learning centre and its activities in Põlva Upper Secondary School. During its year and a half long period of activities, the learning centre has developed into the heart of the school, where in addition to the provision of library services the most important school events and lessons are held. Library as a learning centre has become more academic and home lending of literature more active, too.

Interview with Ene-Lille Jaanson about Historical Bookplates and Everything Else Worth Researching - Ellen Arnover
An interview with a retired librarian, a former champion in sports about her coming to work in library field by chance and her activities as a researcher of old books. Her research focused on ownership marks in books and developed into compiling a catalogue of bookplates, a study of Grenzius, a printer of the University of Tartu, that also resulted in the catalogue of Grenzius’s print and publishing products, and studies of earlier printed maps.

Progress on the Copyright Front - Kaie Viigipuu
Lending audiovisual documents has been a burning issue in Estonian librarianship, but tangled up into the currently valid Copyright Act. Pursuant to the Public Libraries Act libraries also have an obligation to collect and make available besides books audiovisual documents, though the Copyright Act governs their lending in so extremely way that fulfilling it in the whole capacity renders it only theoretically possible. The article observes, what the present motion to amend the act, waiting to be read in the Riigikogu for the second time, would allow the libraries to do and what to forbid.

Every Second Inhabitant of Rakvere Needs Us - Õie Tammissaar
The article published on the occasion of the 95th anniversary of Lääne-Viru County Central Library gives an overview of the present situation of the Library and festive events held to celebrate the anniversary. The Library moved to its current premises in 1998. The Library has totally shifted to electronic lending and organised it thematically, providing belles-lettres and special literature on separate floors. Being the county central library, the Library also functions as the acquisition centre, a place where professional know-how is mediated, and as a training centre. The latter is specifically important, because the changed role of librarians means new official duties. The premises of the Library have become to small for providing modern services, and the ultimate wish of its staff is to acquire a new building.
A Bookmobile - Katarina Jee, Anneli Kengsepp
A bookmobile Katarina Jee, lending its name from a popular Estonian novel, Toomas Nipernaadi, written by August Gailit, will be regularly provide library services in Tallinn. The mobile offers literature, mostly belles-lettres for both Estonian and Russian adults as well as children. Bookmobile services will be mostly provided in the areas, where there is no library nearby. Once a week the mobile is prepared to visit several institutions and events.

It has been a Miracle that We have Survived - Lea Kõiv
A critical review on the collection, Tallinn Central Library from 1907 up to 2007. The historical overview of the Library has been arranged into groups by periods of time that have been linked together by paragraphs written by the compiler of the collection, Liivia Viitol. The book includes memoires of several people who have connected to the Library, publications of archival sources, interviews with present and former staff members and contributions of seven authors, delving into various issues.

Electronic environment has also brought up several disharmonies in terminology. A number of at first incomprehensible terms are related to information technology. The article treats a lot the concept of veebisait (Web site) and lists a number of definitions of terms that have been referred to the ELA’s Committee on Terminology for approval.

The Annual Meeting was More Festive than Ever - Reet Olevsoo
At the ELA’s Annual Meeting, held on the 29th of February 2008, the Association’s activities in 2007 were summarised and courses of action for 2008 introduced. New members were elected for the next two years to the Board; Anneli Sepp continues her duties as the President. The ELA’s Prize for Merits of 2007 was awarded to Konrad Kikas, the Head of the Research and Development Service of the Library of Tallinn University of Technology. The Annual Prize went to Kersti Burk, Head of Tapa City Library, for successfully implementing the integrated system of Tapa rural municipality’s libraries.

The ELA’s Speech Meeting, held on the same day with the Annual Meeting, tried to find solution to the question what has to be done that media would reflect what is going on in our libraries and as positively as possible.

Bibliography Day of 2008 - Anne Valmas
An overview of the Bibliography Day, held on the 18th of February and organised jointly by the Academic Library of Tallinn University and the ELA. Papers focused on the development and present day of Estonian national bibliography.
The Bibliography Prize of 2008 - Aurika Kruus
Bibliography Prize was also awarded on the Bibliography Day, held on the 18th of February. Bibliographies published in 2006–2007 entered the contest. This time, the Prize was divided between two works, which authors were Vello Past and Hain Tankler, and another compiled by Sirje Tammoja.
