Books, the Internet and Meeting Wise People - Andres Kollist
Estonia spends approximately a milliard EEK in a year on libra­ries. The author is of the opinion that libraries have a major role in the future society. They have to offer an open world of books, provide access to electronic information, establish themselves as cul­tural meeting places and also places where people get help for orien­tating in information flows. In the context of research libra­ries, the author suggests an idea that all the Estonian research lib­raries together should reach the situation where we have acquired research literature on the level of at least one high-standard Western university.

DEVELOPMENT ACTIVITIES

Everything Depends on Attitude: An Interview with Meeli Veskus - Ene Riet
An interview with the Adviser on Library Affairs for the Ministry of Culture focuses on important issues for Estonian libraries today and in the nearest future: drawing up the long-time development strategy for libraries, changes in library system (establishing rural municipality libraries, developing public libraries into village cultural centres, integrating public and school libraries) and the impact of Estonia’s accession to the European Union and European directives on libraries. Routine matters the adviser has to deal with are also touched upon.

Financial Management in Libraries I - Kate-Riin Kont
The first part of the article to be published in seve­ral journal numbers provides an overview of drawing up the budget and principles and development trends of financial and performance management of a library as an organisation that forms a part of public management system.

RESEARCH LIBRARIES

Estonian Repository Library - Kalju Tammaru
An overview of the activities of Estonian Repository Library since its establishing on the 1st of January 1995 up to the present day. The library’s task is to receive low-use literature, still worth preservation, from other libraries, ensure its permanent preservation and provide access to it, as well as receiving printed matter from other libraries, institutions and private persons and delivering it to libraries, who need it for complementing their collections or replacing destroyed publications. The repository collection currently includes over 475,000 publications. Their records have been integrated into the electronic catalogue ESTER and in that way accessible to the users of all libraries. All publications preserved in repository collection are available in the reading room and libraries have an opportunity to order these for using.
Since 2004 the Estonian Library for the Blind operates as a branch of the Estonian Repository Library.

The Estonian Library for the Blind - Priit Kasepalu
The task of the Estonian Library for the Blind is to manufacture, collect, preserve and lend audio and Braille documents for visually impaired persons. The library currently holds approximately 1,600 titles of audio books, 500 titles of Braille books, and 20 books in touchable form. Over 400 visually impaired persons use the library’s services. It employes ten persons, of which four are visually impaired.

Braille Reading Skills Change the Way of Life - Priit Kasepalu
The Estonian Library for the Blind has led celebrating international Braille day in Estonia since 2004, who highlighted the Braille day for the first time. Blind children are taught Braille in two special schools for the blind, and adults who have lost their sight attend project-based Braille courses at associations of visually impaired. Those who manage Braille will be pleasantly surprised soon – the monument to commemorate the declaration of the Republic of Estonia, unveiled on the 23rd of February in Pärnu, will bear in addition to the text of the Declaration of Independence in standard letters also a tempered glass plate with text in Braille.

The Reading Room of Medical Information Centre was Opened to the Public - Kai Lugus
On the 2nd of November the Reading Room of Medical Information Centre was opened to the public in the Academic Library of Tallinn University. The Centre aims to deliver modern and quality specia­list information to health and medical professionals and students in North Estonia. Previously active Estonian Medical Library was closed down in April 2007. Books and periodicals in the field of medical sciences have been placed on open shelves in the newly renovated specialised reading room of the Academic Library of Tallinn University. Most of literature is available for outside loan.
The library definitely maintains its European Association for Health Information and Libraries (EHAIL) membership.

SCHOOL LIBRARIES

Who was the Looser? - Ülle Siska
After reading the article “Pros and Cons of Integrated School and Public Libraries” by Ester Sõrmus (Raamatukogu, 2007, No 3) I was challenged to provide more detailed explanation of the situation of the libraries in Jüri small town.
Jüri Library has moved into the same building with Jüri Upper Secondary School. We have worked in new conditions over a year and can assure that Rae Rural Municipality has made a right decision. The blueprint of the building has been constructively designed, so that the housed institutions – upper secondary school, integrated public and school library, hobby school and sports facilities – can exist as separate units and, at the same time, form an integrated whole.
The article treats more thoroughly services provided to the students of Jüri Upper Secondary School, as the integration of school and public libraries is a burning issue in Estonia.

Fighting against Time with Bookplates - Livia Viitol
An interview with an actor Leida Soom on the eve of her 95th birthday. A long-standing member of the Estonian Bookplate Club in Tallinn and the founder of the bookplate museum has both collected as well as designed bookplates herself. Her personal collection includes 40,000 bookplates.

A New Professional Standard for Librarians - Janne Andresoo
The Professional Standard for Librarians III, IV and V took effect on the 5 th of December 2007. The piece gives an overview of amendments to the standard.

Amended Personal Data Protection Act Took Effect - Heli Naeris
Personal Data Protection Act was first passed in 2003. In the beginning of 2008 the amended Act took effect after several new regulations were introduced. The article explains the most important terms used in the Act and provides advice what kind of measures should libraries take to comply with the Act.

From the Department of Information Studies to the Institute of Information Studies - Tiiu Reimo
In 2008 Tallinn University implemented a new academic structure.
The most innovative is the shift from the faculties to institutes, all in all seventeen. During the reorganisation some of the departments became independent, including the Institute of Information Studies, headed by a director which is a selected office. The structural unit’s fields of activities have remained the same as before.

PUBLIC LIBRARIES

Is a Hundred Much or Not? - Anu Vahter
Saare County Central Library celebrated its centennial during the Library Days in October 2007. The article provides an overview of the anniversary events. The cultural life of Kuressaare a hundred years ago has been described and the first libraries in the town have been characterised in the beginning. In 2002 the Library was housed in the centre of the town in the same building with the cultural centre. The Library provides electronic user services.

A Modern Library Was Started up in Õismäe Residential District - Kaidi Teppor-Roomet
In the end of 2007 a new branch of Tallinn Central Library was opened to the public in Haabersti Recreational Centre in Õismäe residential district – the Nurmenuku Library. The article describes the library’s interior design and initial actions.

A Site for Leisure Time - Peeter Pere
The architect of Haabersti Recreational Centre in Õismägi residential district has designed the outside look of the building as a porous sponge that sucks daylight and radiates it in dark. The interior design is provoked of an experiment with space and light. A montage of plywood, metal, concrete and glass have been used to finish the touch.

The Interior Design Provides Spaciousness, Freshness and Light - Katrin Kaevats
The interior designer of Nurmenuku Library was of the opinion that the premises should be spacious, fresh and full of light and the outcome should not have been too serious. Blackish soft-sided shelves serve as a background to books in different colours and size. A metal fabric on the ceiling isolates sound. Flower-shaped chairs are for more private exploration of books and a stairway covered with soft cushions provide means for taking a seat or performing and a stairway covered with soft cushions provide means for taking a seat or performing.

An overview of the ELA’s information day for school librarians that focused on Estonia’s role in the European Union, school libraries in Europe and the position of Estonian libraries among these, and literature of European nations that has been translated into Estonian.

CONFERENCES & SEMINARS

We are Going to Exploit Virtual Environments in Our Own Interests - Külli Solo
An overview of a conference “Internet Librarian International 2007”, held on 8–9 October 2007 in London. It focused on electronic, virtual and hybrid libraries. The author gives a through review of Stephen Abram’s opening speech about library 2.0 phenomenon.

The Open Gate of the Treasury - Katrin Kaugver
An overview of the CERL Annual Seminar 2007 “Script, Print and the Internet: the Early-modern Book and its Readers”, held in November 2007 in Uppsala University Library, Carolina Rediviva. For the first time an Estonian researcher, Tiiu Reimo from Tallinn University, also took the floor. She provided an insight into early printed book collections of Estonian libraries and archives.

NEW PUBLICATIONS

Tallinn Central Library since 1907 up to 2007
The collection dedicated to the centennial of Tallinn Central Library tries to give a bigger picture of different periods and labyrinthine of history that has affected the activities of Estonian libraries. The collection also includes fifteen interviews with long-standing employees of the library. The book has been compiled and edited by Livia Viitol and its personalised design is by Inga Heamägi.

The Yearbook of the Estonian Librarians’ Association 2004/2005
The present ELA yearbook draws together two years materials. It focuses on the new system of librarians’ professional qualification, which development was essential for the ELA in 2004 and 2005.

Saare County Central Library – 100
The collection includes the text of the opening speech of Jüri Tuulik, an Estonian writer, on the occasion of the inauguration of the library’s new building, names the Library has carried over the years, the list of its employees and other kind of facts. Illustrated.

Libraries in Võru County
An overview of 34 public libraries currently operating in Võru county. Illustrated.

Fourteen decorated citations of honour that reflect important events in the history of the university have been selected to the calendar.
A Useful Cookbook. The Calendar of the National Library of Estonia 2008
The calendar is illustrated on the basis of cookbooks, thematical magazines and calendars from the National Library of Estonia’s Treasury.
Flora Livonica. Calendar of the Academic Library of Tallinn University 2008
The illustrations of the calendar originate from a publication Flora Livonica that presents descriptions of plants in Livonia and in bordering territories of Estonia and Courland from the turn of the 18th and 19th centuries.
