In the Same Initial Position - Martin Hallik
The First Column summarises the most important issues for Estonian libraries in the passing year and in the nearest future. Four major libraries – Tartu University Library, the Library of Tallinn University of Technology, the Academic Library of Tallinn University and Tartu Public Library – desperately need renovation of their buildings or a new one. The remote use of library services is rapidly increasing and reading e-books has had its kick start. Cooperation and initiative of Estonian libraries is vital for the future of Estonian-language e-books, because knowledge and resources are in the hands of libraries. Proposal to amend Value Added Tax Act also needs joint effort. Cooperation between employers and educators to organise library education provision for libraries’ staff members, who have acquired an academic degree in another field, has to be focused, too.
LIBRARY EDUCATION
Competency-based Curriculum is on Its Way - Sirje Virkus
Tallinn University’s Department of Information Studies mapped competencies that librarians and information professionals need. In 2006 an INTERREG III project “Connecting Information Professionals: CIP WorkLab” was launched in cooperation with Turku University of Applied Sciences . Within the framework of the project a three-part survey was carried out among the Department’s students and staff of the Academic Library, and international library publications and the development of competency-based curriculum in electronic learning environment were analysed in 2006 and 2007. The present article focuses on the relevance of fifty predetermined competencies as evaluated by librarians.
New Curricula and International Accreditation - Mai Põldaas
In addition to acquiring basic knowledge in library and information science in Viljandi Culture Academy of the University of Tartu, the Academy will start to provide a possibility to specialise in information management in the Web environment, information work with children and youth, and book trade according to its new curriculum that will be launched in the autumn of 2008. The elaboration of Master studies in cooperation with the colleagues in the University of Tartu is in progress. Estonian curricula of information science will also be accredited in the April of 2008. The article also provides an overview of in-service training possibilities and electronic learning as a part of learning environment.
E-LIBRARY
Estonia and The European (Digital) Library - Toomas Schvak
From 2005 up to 2007 several articles were published in Estonian library publications within the framework of the project TEL-ME-MORE, treating the development of pan-European library services. Now two new pan-European development projects have been launched, where Estonia and especially the National Library of Estonia has a major role. In October a project TELplus was launched that is coordinated by the National Library of Estonia. The project is aimed to strengthen, extend and improve The European Library service and involve new libraries in the portal. In the summer of 2007 The European Commission initiated another pan-European thematic competency network EDLnet. Its main goal is to create an efficient prototype of European digital library that would enable multilingual access to at least ten digital collections of all types of heritage institutions (archives, audio-visual archives, museums and libraries) to November 2008.

European Coopeartion in Research and Estonia - Ülle Must
Estonia was afforded an opportunity to participate in the European Union research and technological development framework programmes on the state level since 1999, when it was involved in the 5th Framework Programme. The article provides an overview of the benefits for Estonia of participating in framework programmes. The author characterises the current seven-year (2007–2013) 7th Framework Programme and gives detailed instructions how to participate in it, starting with suggestions for the idea of the project up to writing an application.

A Glimpse to the History of Freemasonry in Europe and in Estonia - Sirje Bormeister
The Academic Library of Tallinn University exposed the 19th and 20th centuries literature and items of Freemasons from the collections of the Estonian History Museum. The exhibition aimed to introduce Freemasonry as a cultural phenomenon. The article also provides an overview of Freemasonry in Estonia and well-known Freemasons.
Winter Months in Tallinn in the End of the 18th Century as Described by Christian Schlegel - Kaja Tiisel
The opus of Christian Schlegel (1757–1842), a German man of letters and an Estophile, Reisen in mehrere Russische Gouvernements in den Jahren 178*, 1801, 1807 und 1815, that in time expanded into a publication of ten volumes presents generously data about the everyday life and folklore of Estonians, including descriptions about the town of Tallinn and its inhabitants.
The article provides an overview of the life and activities of Christian Schlegel, and of winter entertainments of aristocrats in Tallinn – of sleighing and special slide, but also of parties, balls and receptions – as described in his books.

In Support of Olga Einasto - Ene Loddes
The Director of Library Services of the National Library of Estonia holds that Olga Einasto’s article “What Do Users in Reality Expect from Librarians?” in the last number of our journal in 2006 poses several very important and so far neglected questions. Treating the issues per se should not die away into the argument about should we serve users or clients. Speaking about providing library services, all competencies necessary for the work should be mentioned, involving these that are induced by both the distinctive features of library and information work as well as of user service provision. The essence of the matter does not not change whether we call our user clients or users.
In Support of Mati Muru - Ere Raag
The author is of the opinion that the image of rural librarians has always been higher of the average reputation of librarians, because rural librarians have to do all the work alone and this is noticed. Professional education issues should also be brought forward again. What should one know and what are the skills one needs for working in different types of libraries should be paid more attention while drawing up librarianship study programmes. Reputation will be enhanced by willingness to cooperate and a skill to talk about one’s work.

Purchasing the documents with public procurement - Meeli Veskus
From 1 May 2007 the new Estonian Public Contract Law was taking effect. This law should be observed also by libraries in acquisition of documents. The article draws attention to significant points of this law for public libraries. A brief survey about implementation of this law in Tallinn Central Library and in Rapla Central Library is added.
Take Inventory with the Calculator is trivial! - Merle Koik
Every ten years the public libraries must make an inventory of their collections to verify the existence of documents. A computer programmer of Deltmar, Meelis Lilbok has worked out a new solution for the inventory. It is a hand-held computer with a bar code reader and with a specialised inventory software, which communicates over a WiFi connection directly with the RIKS programme database. It enables to see the process of the inventory in real-time, in the possibility of an error the calculator gives a sound signal. Making an inventory with the help of the hand-held computer was first tried out in Estonia in 15 October 2007 in the Tsolgo Library in the Võru County.

Older than thought : Jõhvi Central Library 110 th anniversary - Lea Rand, Ingrid Spitz
In December 2007 Jõhvi Central Library celebrates its 110 th anniversary. Such a respectable anniversary is commemorated for the first time, since the year of foundation was thought to be 1948. Now the emphasis is on the research of the older period of library activity in the Jõhvi County, of which this article provides an overview . The library has operated the last ten years in the building of an old cinema. There is an acute lack of space, the biggest problem being that there is no specialized room for private study. The library hopes to solve the problem building an annex.
A CENTURY OF TALLINN CENTRAL LIBRARY
Old Books in the new Reading Room - Tiiu Sõrmus
In celebration of the 100 th anniversary a balcony reading room was opened in the main building of the Tallinn Central Library in Estonia avenue in December . It contains the literature published before 1940, both in Estonian and other languages. The books, which form the bulk of the collection used to be a part of the archive collection and later of the reading room. The balcony also includes old books from other departments and branch libraries.
Picture, Bust and Poster are the Signs of Memory - Liivia Viitol
To reminisce time, but also space is described. The new ideology of the postwar time started out from the interior – the new authority declared the fine arts of the early independence period (1918-1940) bourgeois, replacing the old symbols and signs with posters, pictures, bas-reliefs and busts of Lenin and Stalin. In the Tallinn Central Library, as well as in the other libraries they were considered mandatory attributes for this era. At the beginning of 1960ties the library was de-kitsched – increasingly replacing the posters with works of Estonian artists.

An overview of the Library Days 2007 opening event “Let us be an Opened Books Nation” held in Keila, where the participants listened presentations, competed in knowledge of literature and saw a play.

The best in knowing literature turned out to be the teams of Tartu Public Library (Tiina Tarik, Tiina Sulg, Ädu Neemre).
A Holiday for the Hard Workers - Katrin Kannukene
In the VII Country Librarian Day in Valga the participants listened to presentations, the best of each county were introduced and rewarded, and the audience saw a musical produced in Valga.

The winner of the two-round contest was Katrin Bobrov from the Tallinn University of Technology Library.
Educators in Hiiu County - Krista Talvi
The Educational Training Committee of the Estonian Librarians Association organizes among other things a continuing education event in the form of an outing. In September the outing was to the Hiiumaa island, where the first day was spent taking an excursion of the island and on the second day there was a series a seminars in Kärdla City Library.
The Well-known Citizens of Pärnu were invited to the Pärnu Central Library - Hannely Raestu
One day during the Library Days the readers of Pärnu Central Library were served by the well-known Pärnu citizens: a journalist, the chairman of the city council, an assistant mayor and two entrepreneurs.
Finding the readers - Berk Vaher
Berk Vaher, a writer who for the second time took part in the programme „Estonian Writers in Estonian Libraries“ was pleased with the actively participating audience in meetings in the libraries, primarily with pupils. He values that the meeting series runs through smaller country libraries where every visit of a writer creates excitement. He thinks that there should be many more meetings with writers in libraries.

The list of the librarians, whom the meeting of the Educational Training Committee, held in 15 October 2007 decided to give a Professional Qualification.

Service Standards raise the trust of the clients - Kate-Riin Kont
From 16 to 18 October 2007 the CEN Horizontal European Services Standardization Strategy (CHESSS) World café took place in Tallinn . The current article gives an overview of the standardization of services and the strategy of horizontal standardization of the European Committee of Standardisation , also called the CHESSS Initiative filled in and also about themes spoke in Tallinn world cafe.
Readers with the Sight Disability got together in Tartu - Linda Jahilo
An overview of the conference organized by the readers of the Estonian Library for the Blind and by the South-Estonian Association of the Blind. The presentations gave an overview of library service for people with sight disability in Tartu and Tartu County and teaching blind children in Tartu Emajõe School.

In November 2007 the Tallinn Central Library gave out the Aleksander Sibul Grant for the ninth time. This year it was awarded to a library and information science student of Viljandi Academy of Culture, Janela Tähepõld.
