Dear colleagues,

After the Youth Section of an Estonian Web portal, Delfi, published Some Simple Rules for Visiting Libraries of four rules – do not annoy librarians, perfectly orientate in the largest library you are in, we are modern, do not expect any privacy – libraries and their user services became an actual theme in Web logs. Comments range from sensible ones to jeering, as it usually is in the case of Web logs. Some certain libraries have been given as examples. Librarians mostly are obliging, helpful and competent; however certain cases of misunderstanding, impoliteness or even arrogance have been described.
The theme of user’s expectations and what skills, knowledge and bona fides should a librarian have is not a new one to librarians. They have been trained in the culture of service and communication, psychology and education, learned to use constantly changing technologies and done a lot of more, not to mention professional individual development. It is generally known that user service providers shape the image of the library for users and other staff’s contribution remains vague or hidden. Unfortunately, the user makes his/her decision upon visiting the library the next time depending on the behaviour of the user service provider.
Marlena Petrina, a staff member of the National library of Latvia, exploring the darker sides of service, expresses her opinion in the current Raamatukogu issue that users are the heart of library work. Of her mind, librarians should not resemble dragons, who keep their treasures, and regarding all the readers as potential breakers of rules and disturbers of work.
Rutt Enok, Director of Harju County Library, also holds that high-level user-friendly service is of top priority today, which should be paid more attention after shifting to electronic lending.

Bibliophiles and Libraries: Partners or Competitors? - Mihkel Volt
The persistent collecting and preserving activities of bibliophiles could be more than just a hobby and complement the activities of libraries from at least two aspects. Bibliophiles collect publications that include autographs, dedications or other inscriptions, bookplates and imprints important to the history of culture, and local or locally related printed material. Bibliophiles also are of much help in retrospection acquisition of those libraries’ collections that collect and maintain national heritage.

RESEARCH LIBRARIES

Information History II - Alistair Black
The second part of an article on information history that will be published in several journal issues. It focuses on the history of printing and written word (libraries, books, reading and publishing) and on the history of the research fields that deal with information (documentation and information science, information management and information systems). The author states that research in the history of libraries has remained in the hands of librarians. As professional librarians are not involved in it, the advancements in “larger” history research have had no impact on its development. Focusing on institutions, arising from the term itself, is one of the major problems for library history research.

Old Books can be Now Ordered Also as eBooks - Rita Enna
Since the middle of April, the National Library of Estonia is providing a service for ordering digital copies of books – the EoD (eBooks on Demand) service. Digital copies of books no longer bounded by copyright can be ordered. This is a fee-charging service.

BOOK HISTORY

Something Interesting from Australia to Estonian Memory Institutions - Anne Valmas
An overview of the Estonian Archives in Australia ( www.eesti.org.au). The Archives had separated a number shelves loaded with books – duplicate copies and publications marginal to the Archives – that were offered to Estonian libraries. Anne Valmas helped to select books and personal archives among them in some weeks. This year these will be delivered to Estonia, financially supported within the framework of the Ministry of Education and Research’s Compatriots Programme.

The Club of Bibliophiles in Tallinn – 30 Years of Activities - Mait Talts
The article gives a short overview of the activities of the Club of Bibliophiles in Tallinn during the last thirty years. The goal of the Club has been improving the knowledge of book science and history of culture, promoting the culture of collecting books and disseminating knowledge about books.

A Jubilee Conference of the Club of Bibliophiles in Tallinn - Mait Talts
An overview of the conference, held on 27 th of January at the National Library of Estonia, which focused upon the history of the Club, bibliophiles and books that they have collected.

Päri and Heimtali Public Libraries Celebrated Their 125 th Anniversary - Sirje Saard, Anu Grünberg
An overview of the history and current activities of Päri and Heimtali Public Libraries in Viljandi county. The libraries jointly celebrated their 125 th anniversary in 2006.

Quo vadis, Harju County? - Rutt Enok
The population of Harju County is, first and foremost, growing in rural municipalities neighbouring Tallinn and many newly built settlements lack social fabric, including a library. It is important to inform the residents of those settlements of the possibilities of local libraries that have joined ILS Urram community. 55 of the county’s 57 libraries had implemented ILS Urram and 38 of them had shifted to electronic lending by the end of 2006. User training is focused upon in 2007. As for libraries’ premises, the conditions are steadily improving. Only the spatial problems of Kiili Public Library and Harju County Library are so far undecided.

The Library of Kiili Rural Municipality - Taie Saar, Vambo Kaal
Taie Saar, the librarian of Kiili Rural Municipality, is of the opinion that the library’s most burning problem is the lack of space. Vambo Kaal, rural municipality mayor of Kiili, takes the problem very seriously. However, as the rural municipality has not invested into cultural objects for a long period of time, it is necessary to start with the most urgent projects (e.g. kindergarten) and the library could have premises in the community’s cultural centre for activating people, the building of which probably will start not before the year 2008.

New Words in the Orthological Dictionary ÕS 2006 - Siiri Lauk
Compared with the previous edition the new Orthological Dictionary (Estonian Language Planning Dictionary)ÕS 2006 has 5000 new linguistic units. A selection of words necessary for library work is represented.

The Estonian Public Libraries Act has been amended: Why was it Necessary? - Meeli Veskus
In February 2007, the Estonian Parliament passed the Act on Amendments to the Estonian Public Libraries Act that will enter into force on May 2007. Meeli Veskus, Adviser on Libraries for the Ministry of Culture, comments upon the amendments in the act.

An overview of the programme and participation terms of the 8th Congress on 17–19 May in Tallinn.

Readers in the Shadow of Technology - Marlena Petrina
Latvian library statistics proves that the number of readers in public libraries is decreasing to the extent that cannot be reasoned by problems that do not fit into the sphere of responsibility of libraries (the spread of Internet, changes in statistical work, demographical developments). The author is of the opinion that libraries should pay more attention to providing user-friendly services.

A New Area for Viimsi School - Anne Pürg
Viimsi School Library is situated in the modern school building since the end of the last autumn. The article describes the library’s new premises, working conditions and work plans.

ESTONIAN LIBRARIANS’ ASSOCIATION

The ELA Annual Meeting - Reet Olevsoo
The meeting summarised the activities of 2006 and introduced the courses of action for 2007. Lenna Eliste, the Chief Specialist on Rural Libraries at the Central Library of Pärnu, Ave Janu, system administrator at the Information Technology Department of the Library of Tallinn University of Technology, and Kristina Rallmann, Head of the Library of Headquarters of the Defence Forces were elected to the ELA Board. Anneli Sepp (President), Sirje Bärg, Ille Riisk, Rutt Rimmel, Piia Selge and Krista Talvi continue their activities as board members. The ELA Prize for Merits of 2006 was awarded to Hans Jürman for his contribution to library terminology work and the Annual Prize to Maire Liivamets for intermediating Estonian literature to librarians.

Seven Authors were Nominees for the Puksoo Prize - Tiiu Reimo
An overview of the works nominated for awarding the Puksoo Prize. It went to Aire Möldre for her monograph, Kirjastustegevus ja raamatulevi Eestis aastail 1940–2000 (Publishing and Book Distribution in Estonian from 1940 up to 2000; Tallinn, 2005).

Librarians Were Awarded Professional Qualifications
216 librarians applied for professional qualifications in 2006. The piece lists librarians who were awarded professional qualifications.

CONFERENCES & SEMINARS

Audiovisual Documents – Elementary or Elite Facilities - Kaie Viigipuu
An overview of a meeting on the subject, held in Tallinn Central Library on 3 November 2006. Acquiring audiovisual documents to library collection has so far been neglected topic. The reason for this does not lie only in their considerably higher price and more complicated acquisition and cataloguing – the valid Copyright Act also is library-hostile that concerns lending audiovisual documents.

The Closest Way to Find Oneself is to Travel Around the World - Katrin Kaugver
An overview of the Consortium of European Research Libraries (CERL) seminar “Imprints and Owners: Recording the Cultural Geography of Europe” for researchers of earlier books in the Hungarian National Széchényi Library in 2006. The Academic Library of Tallinn University, now the full member of CERL, participated in the seminar.

Prize Given for Poetry This Time
On March 16 the winners of Tallinn University Literary Prize were announced. Hasso Krull was awarded the prize for his book of verse ”Winter” (Talv), and Nadezhda Ptshelovodova for her translation of some Estonian classical poetry into Udmurt.

Presidental Badges of Honour and Decorations for Librarians
The President of the Republic of Estonia has awarded the 4 th Class Order of the White Star to two librarians – Tatjana ahhovskaja and Meeli Veskus; and the 5 th Class Order of the White Star to four librarians – Hele Ellermaa, Malle Ermel, Linda Kask ja Harri-Koit Lahek.
