Dear colleague,

I have several times suggested in my Editorial that taking a bystanders look at one’s own work and doings is useful and even welcomed. So did we, taking a glimpse on the passing year.
In the beginning of the year, the three-year working period of our Editorial Board was finished and on 10 January a new membership started its activities. Cooperation quickly livened up and went smooth. We are grateful for all the great ideas and support to the editorial staff. However, the most active member was Aira Lepik, under whose leadership the special number on the Department of Information Studies of Tallinn University was prepared.
Our authors certainly deserve gratitude. The year onwards, the more people dear to deliver their personal opinions. And the fact that published material is commented upon or added one’s own standpoint to it in the next journal issue is also positive in every way. The subjects are produced by the life itself – there is an abundance of new ideas in the air. It is good, if Raamatukogu manages to reflect only a fraction of this fast changing library life. Reasonably, we, first and foremost, publish articles in the library field and only then the rest on the cultural themes delivered to us.
From the previous issue of Raamatukogu you read that our long-standing editor, a researcher of Estonian literature took a position in the Research and Development Centre of the National Library and is currently involved in her favourite field, Estonian literature. We have already heard the opinions that her thorough overviews of newly published books substantially facilitate the work of librarians. We wish her success!
We hope that the journal that is from now on compiled and edited by the two of us with Ellen Arnover continuously offers you a number of experiences of thinking along with us, discussion and writing.

New Developments in the Field of Digitisation - Toomas Schvak
An overview of the European Commission Digital Libraries Strategy, published in September 2005; the Google Print Library Project, focusing on libraries; Yahoo’s programme for creating a digital library, Open Content Alliance, already involving several research and university libraries; cooperation between Microsoft and the British Library, which aims to make 25 million pages of full-text materials accessible on the Web.

Digital Library and Its User - Malle Ermel
An overview of the 3rd conference “Digital Library and Its User”, held in Tartu University Library on October 20. It focused on the following issues: is a digital library a network of collections or services; is it possible to create a joint portal of Estonian research libraries; on which aspects should libraries, museums and archives focus in creating digital data collections, etc.

PUBLIC LIBRARIES

Tallinn Central Library Chooses to Act Instead of Complaining - Kaie Holm
Eight years ago, on the threshold of the library’s 90th anniversary, the issues of organising and financing library services in the city of Tallinn were several times discussed at Tallinn City Council’s Culture and Education Committee. In 1997 an action plan was drawn up to readjust the library system of Tallinn. The article takes a look on the changes that have taken place in library buildings by city districts and by library branches. Major or minor renovations have taken place in 15 libraries; as for today, none of the libraries of Tallinn are located in living apartments or in basements.

The Availability of Library Services in Tallinn - Meeli Veskus
The Library Adviser for the Minister of Culture’s opinion of the availability of library services in Tallinn. The positive side includes the drawing up of the Development Plan of Tallinn Central Library for the period from 2005 up to 2009 that focuses on the development of user services, the shift to computerised lending services in all libraries, collection development, and staff development.

The Aleksander Sibul Prize Went to Laine Lindvest - Kaie Holm
For the second time, Tallinn Central Library awarded the Aleksander Sibul Stipendium. This time it went to Laine Lindvest, the forth-year student of the Viljandi Academy of Culture of the University of Tartu.

The Working Results of Estonian Architects Urmas Muru and Peeter Pere Turned Out Warm and Friendly - Virve Edro
An overview of Pääsküla Branch of Tallinn Cent­ral Library, opened in September 2005, providing 570 square metres of floor space. In the new building, user services are organised differently.
Pre­viously, Estonian-speaking and Russian-speaking users were separately served; today the home lending service for adults is provided on the first floor, the second floor holds an open space for a reading room, a reference collection, eight computers with Internet connection and children’s literature collection.

Librarians Are Getting Older - Ellen Arnover
An interview with Õie Tammissaar, the Director of Lääne-Viru County Central Library and the Editorial Board member of our journal, Raamatukogu. The average age of Estonian librarians is between 40 to 60 years. The older staff members do not hurry to leave and young graduates from higher educational establishments are not satisfied with the salary that is below the average amount of wages. The change of generations is about to come, but it will still take some time.

SCHOOL LIBRARIES

From a School Library to the Learning Centre - Ade Soon, Piia Selge
An overview of the activities of Tallinn Arte Upper Secondary School’s information centre (library), of the everyday problems and delights of school libraries. The library of Arte Upper Secondary School started to develop fast after the year of 2001, when the library’s premises were enlarged during the renovations on account of the corridors and the computer class. In 2002 the school was entitled “A school with a good school library”. The prize-money of 30,000 EEK was predominantly used for new acquisitions into the basic collection. Since then, the number of loans has rapidly increased.

Seventy Years of the Archival Collection of the National Library of Estonia - Mihkel Volt
On 1 November 2005 the Archival Collection of the National Library of Estonia celebrated its 70th anniversary with an exhibition. The following text is an opening speech of Mihkel Volt, the Head of Collection Development Department, providing an overview of the collection’s purposes and speciality: what, why and how is acquisited and how preserved in the collection, and of the collection’s relations to other similar collections in Estonia.

CRITICAL REVIEW

An Enlightening Monograph of an Enlightener - Mare Rand
A critical review of a monograph, Liivimaa valgustaja August Wilhelm Hupel 1737–1819 (An En­lightener of Livonia: August Wilhelm Hupel 1737–1819; Tallinn, 2004. 556 pages), that was awarded the Friedrich Puksoo Prize in the beginning of 2005. The Prize highlights works in field of researching Estonian book and library history.

BOOK HISTORY

Stories of the Life of Genovefa or Sad Stories of Pious Women - Urve Sildre
The domination of sad stories in Estonia began with sweet and sad stories of the countess Genovefa in the middle of the 19th century. Those stories found such a popularity that the name of Genovefa became the synonym of sad stories. In the period from 1839 up to 1910 about ten Estonian men of letters mediated the popular book that had made the people mourn in more than twenty prints, all-in-all in 60,000 copies. The article characterises the most outstanding of them.

ESTONIAN LIBRARIANS’ ASSOCIATION

Library Days 2005 “Via the Libraries into the e-World”
Library Days were held in Estonia on 20–30 October. The opening event, the speech meeting “Via the Libraries into the e-World” took place in the newly renovated Rakvere Theatre building on the 21st of October. It focused on both creating Internet connections as well as on the Web content.

The Contest of Knowing Literature : seventeen teams participated. The winner was the team of Tartu Public Library (Piret Kiivit, Anu Amor-Narits, Tiina Tarik).

Information Search Contest - Marek Saarmark
The information search contest was among the actions of the Library Days already for the eight time. In the preliminary round, ten best teams were found out, who were invited to the finale in the National Library of Estonia. The sovereign winner was Katrin Karus from the National Library.

On the Rural Librarians’ Day on 30 October in Rapla the more capable rural librarians were ackowledged. They included fifteen librarians – one from every county.

The Reading Day on 20 October was this time also celebrated with a speech meeting and reading aloud event in the Estonian Library for the Blind. The library has also created an opportunity to publish books in the Braille alphabet and audio books.

Inexhaustible Morgenstern - Malle Ermel
An overview of the speech meeting “Inexhaustible Morgenstern. II”, held on 27 September at Tartu University Library on the event of the library’s first director’s, Johan Karl Simon Morgenstern’s 235th birthday. The main speech was held by a researcher of German libraries in the Enlightment period, Kathrin Paasch, “A Modern Library, Carried from the Spirit of the 18th Century”

Pedase in 2005: About Research and Development with Reservations - Ellen Arnover
An overview of the Summer Seminar for Research Libraries in August. It focused on the research and development activities both in Estonian universities as well as in specifically research libraries.

In Multicultural Croatia - Meeli Veskus
An overview of the second NAPLE Conference on 5–8 October in Supetar, Croatia. The piece also characterises the library network of Croatia.
