Dear colleague,

“I always read through the summary of Raamatukogu when the new issue arrives – so I get an overview of Estonian library activities,” Jens Thorhauge, the Executive Director of the Danish National Library Authority, assured me at the IFLA General Conference in Oslo.
Some dozen foreign libraries are permanent subscribers of Raamatukogu. It seems that they take an interest in us and the journal is regarded as a satisfactory information source. In fact, we have never directly asked the opinion of others. The more gratifying when foreign colleagues express their opinion of our journal on their own initiative.
At the IFLA General Conference in Oslo, library journals of small countries and nations in national languages, their peculiarities and possibilities to attract attention in the predominantly English-speaking world were focused upon in the Section on Library and Information Science Journals Generally, most of the countries publish a prereviewed scientific journal that is reflected in international databases and, in compliance with the state’s financial possibilities and needs, additionally newsletters or journals of library associations.
The Baltic countries form an exceptional group in this regularized world. Inese A. Smith from United Kingdom and Anna Maulina from Latvia had examined the Latvian library journal Biblioteku Pasaule, Lithuanian Tarp knigu and Estonian Raamatukogu. These journals are of similar content and format, incorporating both scientific and information publication.
Among the journals under examination, the summary of Raamatukogu was considered to be the most lengthy, comprehensive and in good English. The design of the journal is, on one hand, solid and, on the other hand, attractive – it is a good idea to publish photos of libraries on the journal’s cover.
The availability of electronic version was highlighted; the fact that Raamatukogu’s content is not included in international library science databases was considered to be a disadvantage.

Memory Institutions in the Changing World - Indrek Kuuben
The Estonian National Archive’s History Archives’ Director’s contemplations upon the concept and form of a memory institution. Any institution who calls itself a memory institution, be it a library, an archive, or a museum, should ensure the continuity of Estonians as a nation. The tasks of memory institutions also include a future possibility of social studies, and the issues of preserving and making available information are common to all memory institutions.

E-LIBRARY

Digitisation Is Preservation - Heiki Epner
There are no methods to tell which kind of information sources are needed today and in the future. Library activities contain paradoxical contradiction: the better its main function, i.e. making available is carried out, the bigger the damages related to the use. Digitisation and electronic publishing are the only method that from one hand enables unlimited widening of the use and, from the other hand, completely excludes damages resulting from the use.

PUBLIC LIBRARIES

An Integrated Library System of Kadrina Commune - Ene Heide
In the beginning of 2002 Kadrina Rural Municipality Government formed a single library on the basis of four libraries of the commune and named it Kadrina Community Library. It operates under the same statutes and management and uses the common budget. The new work organisation has many positive aspects – the development of small library collections has livened. The library and its branches are equipped with new modern computers that enabled the shift to electronic lending programme Urram, being the first among other libraries of the county. Lending within the system is easy, and acquisition of new literature flexible. In carrying out major projects, the staff of branches are involved.

New Functions of a Community Library - Irma Raatma
In Väike-Maarja Commune, there functions a common library system that includes three libraries and a Public Internet Access Point. The article details the positive aspects of such work organisation and also its foibles. There are still more advantages, according to the author.

User Survey at Valga Central Library - Regina Lapp
An overview of the survey carried out among the users of Valga Central Library in the beginning of 2005. Its goal was to examine users’ satisfaction with library’s facilities, collection and services.

Of Books and Power - Peeter Olesk
A well-known man of culture’s thoughts about libraries’ importance in culture, in detail treating local bibliographies. The author is of the opinion that local history is poorly reflected in public libraries. He says: “The availability of written word on local history in the terms of subject heading list should be more systematic and its accessibility in the terms of buying by far better than today.

Library in the Park - Linda Jahilo
Tartu Public Library has transferred its services to a park twice – in the September of the previous year in cooperation with Tartu Art Museum and in May of the current year during a literature festival Prima Vista. All in all during four days books have been lent, newspapers have been available and surfing on the Internet offered in open air. The article provides an overview of the concept, motives of organisation and practical organisation of the library in the park project. Tartu Public Library regards the project as a success and intends to continue with it.

SCHOOL LIBRARIES

Joys and Worries at a Time - Daivi Jõerand
An integrated school and community library has been functioning in Tori Commune in Pärnu County for several years already. There is a number of similar libraries in Estonia. The integration of library collections has been based on several, generally economic aspects. In which way should such libraries develop? No rules can be established – while considering the merger, local authorities should make themselves clear the working peculiarities of both public and school libraries. Money saving should definitely not come on the account of education, culture or users’ needs.

The Library of Hugo Treffner Upper Secondary School - Ave Rikas
An overview of the activities of the Library of Hugo Treffner Upper Secondary School in Tartu during the last three years in its spacious renovated premises. The article also reflects pupils opinions of the library.

A School and A Library - Jaanus Kõuts
An overview of a conference “A School and a Library”, held in Riga on 22–23 September. It mainly focused on the issues how libraries could even more effectively support schools and learning.

DEVELOPMENT ACTIVITIES

The Initial Year of the Research and Development Centre at the National Library - Janne Andresoo
On 1 September a year passed of the establishment of a Research and Development Centre at the National Library of Estonia. The reason for its establishment was the fact that the institutional dimension of the Library Science Department that had so far partly fulfilled similar functions had become too narrow for both coordinating the research and development activities of the National Library’s structural units as well as functioning in the context of Estonian librarianship. The article provides an overview of the Centre’s most important fields of activities.

NORDIC AND BALTIC LIBRARIES

Finnish Public Libraries and a Welfare State - Ilkka Mäkinen
An overview of the development of Finnish public libraries in the past fifty years. The rapid development of libraries began together with the fast economic growth in the 1950s. The characteristic feature of a welfare state is the harmony between the economic and social development. The prediction of Finland becoming a welfare state could be considered the Library Act passed in 1961. According to the Act, the state support to communes redoubled and, at the same time, it was connected to the communes contribution: the more the commune contributed to its libraries, the more the state provided. The economic recession of 1990s deeply touched the Finnish society; the libraries sustained the pressure well – though acquisition and services decreased, people overflowed libraries. The public sector has been living on the policy of economy since the economic recession. The financing of libraries has been diminished and the smaller libraries are in danger of closing down.

Rembrandt and a Postmodern Library - Timo Turja
The article is based on two pictures: a Rembrandt’s painting “A Reading Monk” and a photograph of tourists looking for their way on the map. In author’s mind, they speak of two diametric ways of seeking for and using information.

An overview of the World Library and Information Congress: 71st IFLA General Conference and Council “ Libraries - A Voyage of Discovery” on 13–19 August in Oslo. The piece also characterises the future developments of IFLA as an organisation.
