Dear colleague, From the point of view of a reader, it seems to me that the Raamatukogu is getting more and more versatile. Time in Estonian libraries, e-library, financing of university libraries, professional standard, ethics in information society, searching for new possibilities in information services provision, public libraries’ collection development and user preferences, library buildings in Estonia and elsewhere – this has been the themes of the past year. Every day brings new ideas and problems to be solved into the life of libraries. And as the journal has been so-far reproached touching upon vitally important issues only after the decisions being made, then today the situation seems to have changed. We have more and more librarians who dear to speak up on the pages of our journal at the point when the issue is the most burning. This year, Marju Rist evoked much response with her articles about research libraries and Taimi Nurmiste with her treatment of “e-” as a criterion for success. University libraries’ problems were opened up in the First Column by Peeter Normak, Andres Kollist and Jüri Järs, Peep Sürje, Margus Pärtlas and Lylian Meister. The next year, several of them should be solved. Our readers took keen interest in articles on innovative themes or with unusual approach, for instance, Tiina Kuusik’s overview of performance appraisal, Asko Tamme’s radical thoughts about public libraries, Merike Poljakov’s ideas about professionalism and vocation in user services, and Priit Kasepalu’s opinion of the digital book for visually impaired. And of course, Anu Nuut’s profoundly scientific articles on the relations of knowledge-based society and libraries and Sirje Lauring Vaska’s consistent overviews of the activities of the Academic Library of Tallinn Pedagogical University. I would like to express my gratitude also to Mari Vernik, Erika Reier, Tailis Trei and Krista Lepik, who are still acquiring their professional skills at the Department of Information Studies of Tallinn Pedagogical University, as well as Silvi Metsar, who delivered their essays, and a student at Viljandi Academy of Culture, Triin Rajalo. The members of our editorial board have keepen keen eye on the developments in Estonian as well as the world librarianship, and we have always taken into account good ideas while putting together new journal numbers. Mostly Tiiu Valm, Malle Ermel, Gerda Koidla, Anne Valmas and Reet Olevsoo have given us new impulses and written articles and overviews. An important part in the spread of our journal has certainly played the treatises of the history of the book and ideas, as well as literature and reading. Relying on the responses that have reached the editorial office, we conclude that librarians carefully read and both morally as well as in deeds try to support their journal. We like to thank our regular readers, the editorial board and all adherents. Hoping to meet you the next year, |

FIRST COLUMN We Protest Against Injustice - Lylian Meister A brief overview of the Library of Estonian Academy of Arts and its problems related to acquiring the status of a research library – that is to say, the order established by the Minister of Education and Research’s Regulation does not enable the library to become a research library, because its collection acquisition is limited to a specific area. The author is of the opinion that all libraries of public universities should be research libraries and have a right to apply for additional funding from the Ministry of Education and Research’s budget to acquire scientific information. Unity of Antipodes and Struggle in the Development of Universities and Research Libraries - Andres Kollist About the future of Estonian universities and their libraries. The director of the Academic Library of Tallinn Pedagogical University poses seven principles for organising the Estonian library field, three of which have already been agreed upon and the corresponding national regulation exists. These three principles are the following: 1) the state finances the maintenance of research libraries and purchasing documents for their collections through the budget of the Ministry of Education and Research; 2) the sums planned for the acquisition of scholarly publications approximately correspond to the relevant expenditure of a good university (on the world level); 3) the above mentioned sums are allocated only to the libraries of public universities and only for acquiring scientific publications. Comments - Jüri Järs Tallinn Technical University Library’s Directors comments on the position of Andres Kollist, the Director of the Academic Library of Tallinn Pedagogical University, expressed above. TALLINN TECHNICAL UNIVERSITY LIBRARY – 85 The Directors of Tallinn Technical University Library Take the Floor: Konrad Kikas (Director from 1961 to 1994), Meelis Ideon (Director from 1995 to 1998) and Jüri Järs (Director since 1999) answer to the three questions posed by the editors of Library about the past and present activities of the library and express their opinion about the current situation of Estonian librarianship and burning issues that need to be solved. An University Library Today - Gerda Koidla An overview of a jubilee conference “An University Library Today” held on 11 November 2004. At the conference eight keywords were focused upon: legislation, financing, service quality, modernisation of services, user training, databases in electronic environment, development trends and networking. E-LIBRARY Searching for New Possibilities in Information Services - Taimi Nurmiste Modern universities and university libraries have developed towards virtuality. Considering that library is only one information provider among several others, information users choose out the most user-friendly and attractive provider. Library systems are too complicated and possibilities change too fast. Using libraries’ electronic resources presupposes information literacy and, thus, offering user training courses. Using electronic resources is the most influenced by problemless access, user training and the availability of assistance while using technology. In addition to providing textbooks, scholarly literature, computers and databases, a library has to be also a cultural institution and social communication centre. General Bibliographic List of Estonian Books in the Electronic Catalogue - Anne Ainz An overview of the National Library of Estonia’s recataloguing project from 1999 up to 2003. In the course of the project, books and serials (transactions, yearbooks, reports, calendars, etc.) in the Estonian language were recatalogued. 26,000 records were entered into Tallinn electronic catalogue ESTER. BOOK HISTORY Alide Dahlberg’s Case - Reet Krusten An article about the origin of a popular children’s song “Mutionu pidu” (Uncle Mole’s Party). Other children’s verses and tales by the author of the poem, Alide Dahlberg, are also briefly treated. THE ANSWER PLACE What was the most important library event of the passed year? The question is answered by Janne Andresoo, the President of Estonian Librarians’ Association, Elviine Uverskaja, Head of the Department of Information Studies of Tallinn Pedagogical University, and Aive Sepp, lector at the Department of Information Studies of Viljandi Academy of Culture.
