The 3rd Tallinn Illustrations Triennial “Pildi Jõud” (The Power of Pictures)
REGULATIONS

I  General Provisions

1.  The Tallinn Illustrations Triennial “Pildi Jõud” (The Power of Pictures) (hereinafter Triennial) is an exhibition which shall be held every three years. The third Triennial will take place on 3-30 November 2009 at the National Library of Estonia.

2.  The Triennial will be organized by the National Library of Estonia, the Estonian Graphic Designers Association, the Estonian Section of the International Board on Books for Young People, and the Ministry of Culture of the Republic of Estonia. The division of tasks, the rights, the duties and responsibility of organizers for every Triennial shall be agreed upon in a separate record, which will be signed by the authorized representatives of organizers.

3.  The goals of the Triennial are:
3.1. To aid the storage and development of national original children’s book illustrations and their demonstration in the cultural space of the Baltic Sea countries.
3.2. To evaluate the book as part of intellectual culture and book illustrations as a subcategory of the graphic arts.
3.3. To raise awareness of the importance of children’s books illustrations in the intellectual development of the child, underlining reading interest and the development of good taste.

4.  Every Triennial is accompanied by virtual and printed catalogues. The virtual catalogue will be available on the website of the National Library of Estonia (www.nlib.ee).

II Terms of Participation

5.  Book artists from the Baltic Sea countries - Estonia, Latvia, Lithuania, Germany, Russia, Poland, Finland, Sweden, Norway, and Denmark - may participate in the Triennial.

6.  Artists are invited to submit to the exhibition original illustrations produced during the last five years. Each participating country may be represented by five authors and every author will be provided by three frames (50 x 60 cm each). Twenty authors may participate from Estonia as an organizing country. Exhibition entries will be selected on the basis of the decision of the jury established by the Book Artists Union or the Section of the International Board on Books for Young People of a relevant state. If such organisation does not exist entries will be selected by the curator of the Triennial.
Prior publication of the works submitted is not requested.

7.  The reverse side of the works should be provided with the data about the author (his/her first and surname) and the work (title, technique, and the year of creation).

8.  The works should be accompanied by the registration form filled either in Estonian or English (first and surname of the author, date and place of birth, sex, nationality, photo, exhibitions, awards) and information about the submitted works (author and title of the illustrated book, technique, the year of creation, measurements, price). The registration form is provided with the terms of participation. The applicant’s signature on the registration form is considered as the acknowledgement of conditions for participation.

9.  The works should be sent to the National Library of Estonia (Tõnismägi 2, Tallinn 15189) by the registration deadline at the latest. Expenses for the delivery are covered by the applicant. The package should be reusable for the return of entries.

10.  The applicants are free to insure their submissions.

11.  Each applicant is requested to send 1-2 books with his/her illustrations to the Triennial. These books will be displayed at the exhibition simultaneously with the Triennial and later will become part of the collection of the Estonian Children’s Literature Centre.

III   Organization

12.  The time of the Triennial and the registration deadline shall be announced by sending invitations and registration forms to the Book Artists Unions or IBBY sections of the Baltic Sea countries at least 5 months before each Triennial. The registration deadline is considered as the deadline for the submission of entries. The third Triennial will be announced in November 2008, and the deadline for registration is 1 April 2009.

13.  The passe-partout framing of submissions, the display, the storage and the return of works to applicants in three months after the closing of the Triennial are the responsibility of organizers. The entries of the third Triennial will be returned to applicants no later than 28 February 2010, accompanied by a free printed catalogue.

IV Prizes

14.  The international jury shall choose the winner of grand prix who will be awarded 1000 EURO. The winner of grand prix will be given the possibility to have a solo exhibition in Tallinn during the next Triennial. The diploma will be accompanied by sculpture “Muusa” (The Muse).

15.  The jury will also award 10 equal diplomas that are accompanied by an Estonian national souvenir.

16.  The honorary diploma of the Estonian Section of the International Board on Books for Young People will be awarded to one foreign artist on the basis of the decision of the Board of IBBY Estonian Section.
